IRCtoo action against join/part spammers from Turk Telekom

IRCtoo would like to inform all users that we will shortly be taking
action to remove a lot of the join/part spammers and trouble-makers on
the network. We have carefully analyzed which IPs these users come
from, and have discovered the vast majority come from a single ISP.
Therefore we will be permenantly removing from the network all users
from Turk Telekomunikasyon A.Ş. (Turk Telekom).

We recognise that some of our current users, who are known not to spam
are from the Turk Telekom ISP. This, we must emphasise is a tiny
number of people, and we will be contacting them to tell them how to
continue using IRCtoo - we do not want them to suffer just because
many users from their ISP are trouble-makers. IRCtoo staff have agreed
that legitimate Turk Telekom users may contact us to request access to
a limited bouncer which will allow them to connect to IRCtoo, and chat
as they usually do. They are only going to recieve this 'special'
treatment due to us taking the decision to permenantly remove their
ISP from the network, and users from other ISPs may not request this.
We will also reserve the right to remove access to the bouncer at any
time if it is misused.
